Kathmandu, April 1: The following Interim Council of Ministers has been constituted with their respective portfolios under the chairmanship of Prime Minister Girija Prasad Koirala in accordance with Article 38 of the Interim Constitution-2063 BS, the Council of Ministers Secretariat has stated in a press communique published today.

EIGHT PARTIES -PROGRAMME OF COMMON CONSENSUS
The eight party meeting held at Baluwatar, the prime minister’s residence today for the formation of the interim government, decided unanimously to give the senior-most minister status to General Secretary of the Nepali Congress Ram Chandra Poudel, Chief Whip of the Party, Ananda Prasad Dhungana informed.
Although NC has got the defense, home, finance, environment, science and technology and peace and reconstruction ministries, and names of ministers have been fixed, the list will only be presented in the parliament, today.
NC- Democratic has recommended Ramesh Lekhak as Minister for Labor and Transport Management, Gyanendra Bahadur Karki for Water Resources, Narendra Bikram Nembang for Minister for Law, Justice and Parliamentary Affairs and IB Gurung for Minister of State for Labor and Transport Management, the party said.
Prime Minister will present the list in the interim parliament in a short while today. Then after oath-taking of the PM in the parliament, he will administer the oath to the ministers, said Dhungana.
The meeting decided to hold the constituent assembly elections on June 20, 2007 and if the king does anything to destabilize the CA, the institution of monarchy will be overthrown with two-thirds majority of the legislature parliament.
Likewise, 25 per cent of the members of the parliament can call its session, opposition will be arranged, and the PM will have to garner the vote of confidence from the parliament as per the democratic system.
A five-point strategy has been passed on the running of the interim government prepared by the task force of the eight parties.
The strategies include procedures of the running of the government, ministers’ code of conduct, eight-party common minimum programme, eight-party common commitment and arrangement on the task force.
